How Zentract taxes your clients

For a registered business in Suriname supplying consulting services. A client abroad needs the service classified first, so those rows show what Zentract asks before it can decide.

What an invoice in Suriname shows

Every Zentract invoice has a sequential number, an issue date, line items and totals. For an invoice to a business client in Suriname, the rules also ask for:

  • Your legal or trade name
  • Your business address
  • Your Fiscaal Identificatienummer (FIN)
  • Client name
  • Client address
  • Service date or period
  • Tax point date
  • Tax point basis
  • Client Fiscaal Identificatienummer (FIN) (when it applies)

Amounts and special cases

  • Invoices show prices before BTW, then the taxable amount, the rate and the BTW (article 28).
  • Each invoice records its tax point: the date BTW becomes due under article 12 and the event that set it. An advance payment or the invoicing deadline can fix that date, so it isn't always the invoice date.
  • When you invoice in another currency, record the latest Central Bank of Suriname (CBvS) selling rate on the tax point, in SRD per unit of your currency, and note where and when you took it (articles 10(8) and 12). Zentract doesn't look the rate up.
  • For a client abroad, Zentract asks what the service is and where the client is established or lives. A foreign billing address doesn't make an invoice 0% or put it outside BTW.
  • Outsourcing carried out in Suriname for a client that isn't resident or established there is taxed at 0% (articles 4(2)(e) and 9(2)(g)). You set that treatment on the invoice, with your reason and where the work was done.
  • Two cases always need your decision: electronic services for private clients abroad (article 9(8)), and a supplier abroad invoicing a client in Suriname (article 11(2)).
  • Quotes show the total including BTW, with prices before BTW and the BTW listed separately. An invoice made from a quote keeps those prices. A proposal can't be shared until its BTW is settled.
  • Zentract covers ordinary services with one treatment per document. Goods, imports, the 5% and 25% rates, and special arrangements for particular clients aren't covered.

Zentract checks these details before you send and keeps the ones used with the invoice.

When no tax is charged

  • Zero-rated services, such as qualifying outsourcing, still show the taxable amount and “BTW 0%”. That isn't the same as an exemption or a service outside BTW.
  • Exempt services show “BTW · Exempt”. An exemption needs a legal basis.
  • A service taxed outside Suriname has no BTW line. Keep the record of how you classified it and where the client is.
  • When the client accounts for the BTW (reverse charge), the invoice shows “BTW verlegd · Reverse charge”.
  • Under the article 21 small-business exemption, invoices carry the exemption statement. Not being registered doesn't qualify you on its own.

Questions

What is the BTW rate for services in Suriname?
10% on services supplied in Suriname, including consulting, IT, advertising and electronic services. An exemption needs its own legal basis: working for an exempt client doesn't make your service exempt.
Is work for a client abroad taxed at 0%?
Usually not. It depends on the service and where the client is established or lives. Consultancy, data processing, advertising, and electronic services to businesses are taxed where the client is (article 9), so for a client abroad the invoice carries no BTW at all. Outsourcing carried out in Suriname for a client based abroad is the case taxed at 0%. Electronic services for private clients abroad need a decision case by case.
When must I register for Suriname BTW?
The Belastingdienst says you must register once your taxable turnover goes above SRD 1,000,000 a year, before BTW. Zero-rated turnover counts towards that; exempt turnover doesn't. The article 21 small-business exemption also depends on where you're established, any earlier year above the threshold, any choice to register voluntarily, and the Inspector's permission where it's needed. Not being registered doesn't make your invoices 0%.
What does “BTW verlegd” mean?
The client accounts for the BTW instead of the supplier (reverse charge). Under article 11(2) this can apply when a supplier with no establishment in Suriname provides a taxable service to an eligible client there. A client's FIN alone doesn't show that it's eligible. You set the treatment on the invoice with your reason, and the invoice states “BTW verlegd” (article 28(1)(m)).
Which exchange rate do I use?
The latest CBvS selling rate on the date BTW becomes due under article 12 (article 10(8)). That date can differ from the invoice date. Record it, the event that set it, and where the rate came from.
What must an invoice in Suriname show?
Besides a sequential number, the issue date, a description and the amounts: your legal or trade name, your business address, your Fiscaal Identificatienummer (FIN), client name, client address, service date or period, tax point date and tax point basis. Invoices are titled “Invoice (factuur)”.
